Keynote Speech for 5^th World Future Energy Summit(UAE)

존경하는 모하메드 아부다비 왕세자님, UN 총회 의장님과 UN 사무총장님,그리고 자리를 함께하신 내외 귀빈 여러분,먼저 ‘제5차 세계 미래에너지회의’라는 뜻 깊은 행사에 초청해 주신 왕세자님과이번 회의를 위해 물심양면으로 힘써 주신 관계자분들게 대한민국 정부를 대표해 감사의 말씀을 드립니다.
Dear Sheikh Mohammed Al Nahyan, UN General Assembly Chief Secretary Chairman, UN General Secretary and many distinguished guests, foremost, I would like to express my appreciation to Prince Mohammed for inviting me this important meeting, the fifth World Future Energy Summit, and to officials who have prepared this meeting on behalf of Korean government.

아울러 이 자리를 빌려 지난 12월 UAE가 건국 40주년을 맞이한 것을 진심으로 축하드립니다. 그리고 UAE가 故 자이드 대통령을 비롯한 탁월한 지도자들의 영도하에 사막 한 가운데서 평화와 번영을 일궈낸데 대해 깊은 경의를 표합니다.
Taking this opportunity, I also would like to congratulate that UAE marked 40^th anniversary of establishment of UAE last December. And I express my respect for the fact that UAE has led this country in wilderness to a prosper and thriving nation under the superior leaders including the late Zayid.

올해로 다섯 번째를 맞는 ‘세계 미래에너지회의’는 UAE의 적극적인 기여로 인해 이제 세계적인 녹색포럼으로 확고히 자리잡았습니다.
Marking fifth anniversary this year, World Future Energy Forum became a global forum regarding environment thanks to the great contribution from the UAE government.

대표적 산유국인 UAE가 세계 최초로 탄소제로 도시를 건설하기 위해 추진하고 있는 ‘마스다르 이니셔티브’는 재생에너지 분야의 미래 청사진이며 지속 가능한 에너지에 관한 국제적 논의에 중요한 함의를 제시해 주고 있다고 생각합니다.
Masdar Initiative that UAE, one of the biggest oil exporters, is promoting to build a city with no carbon emission for the first time in the world is presenting an exemplary model in future renewable energy sector. Moreover, the initiative is throwing an important message about sustainable energy to the countries across the world.

내외 귀빈 여러분,오늘날 인류가 직면하고 있는 기후변화는 인류생존과 직결된 범지구적 문제입니다.이는 선진국, 후진국을 막론하고 국제사회 구성원 모두가 함께 대응하지 않으면 극복할 수 없는 문제입니다. 한국 정부는 이러한 인식을 갖고 이미 3년 전에‘저탄소 녹색성장’을 향후 60년간의 새로운 국가비전으로 선언한 바 있습니다.
Distinguished guests, climate change we are confronting is a global problem that closely connected with the fate of Human being. It is impossible to solve this problem without cooperation among all members of international society regardless their economic situation. In this regard, Korean government already announced ‘Low Carbon, Green Growth’ as a new national vision for the next 60 years 3 years ago.

또한 이를 위해 녹색성장 기본법 등 제도적 기반을 구축하고, 매년 GDP의 2%를 녹색기술 및 산업에 투자해 왔습니다. 그 결과 한국은 세계 최고 수준의 이산화탄소(CO2) 포집에 관한 원천기술을 확보하였습니다.
For that vision, we established institutional fundamentals by enacting laws regarding Green Growth and have allocated 2% of GDP in Green technology and Green industry every year since then. As a result, Korea attained world leading source technology for collecting and store CO2.

한반도 남단의 제주도에 지능형 전력망(Smart Grid) 구축을 위한 실증단지를 건설하였고, 세계에서 두 번째로 양산형 소형 전기차를 출시하기도 하였습니다.또한 한국 정부는 포스트 화석연료 시대에 대비하여 2030년까지 세계 5대   신재생에너지 강국으로 도약하기 위한 투자를 지속적으로 확대하고 있습니다.
In Jeju, an island in southern Korea, we constructed a test-bed for equipping Smart Grid. Besides, we succeed to commercialize small-sized electric car for the second time in the world. Bracing for post-fossil fuel era, the government is continuing the expansion of investment under the goal to be listed in world top five countries in new renewable energy sector by 2030.

금년부터 RPS를 도입하여 2022년까지 발전회사들로 하여금 전체 발전량의 10%를 신재생에너지로 충당하도록 의무화하였으며 2019년까지 2.5기가와트(GW)의 대규모 해상풍력 단지도 건설할 계획입니다.
RPS that adopted from this year requires electricity generating companies in Korea to increase the proportion of energy produce from the new renewable energy source to 10% by 2022. By 2019, the construction of large ocean-wind power plant that can produce up to 2.5GW will be completed.

한국 정부는 이러한 녹색성장 경험을 개도국과 공유하기 위해 2010년 6월에   ‘글로벌 녹색성장연구소(GGGI)’를 발족하였고 아부다비와 코펜하겐에 지역사무소를 설립한 바 있습니다. 앞으로 아부다비 사무소가 UAE 정부의 적극적인 지원하에 중동과 북아프리카(MENA) 지역의 녹색기술 허브연구소로 더욱 발전해 나가기를 기대합니다.
We believe that we should share our experiences and know-how with developing countries, so we established ‘Global Green Growth Institution (GGGI)’ in June of 2010 and opened branch office in Abu Dhabi and Copenhagen. We hope that the Abu Dhabi branch office become a hub institute in MENA area regarding Green technology under the active support from UAE government.

존경하는 내외 귀빈 여러분, 최근 세계의 많은 나라들이 Post Oil 시대에 대비하여 다양한 재생에너지를 새로운 에너지원으로 활용하기 위해 노력하고 있습니다. 그러나 재생에너지의 보급률은 아직 미흡한 실정이며, 때문에 신재생에너지가 화석연료를 완전히 대체하기까지 안전성 제고와 비확산을 전제로 원자력의 평화적 이용도 확대할 필요도 있을 것입니다.
Distinguished guests, many countries around the world are putting effort to utilize various renewable energies for their main energy source in order to brace for Post Oil era. Nevertheless, the progress of utilization of renewable energy for their use is slow, so that it is inevitable to expand peaceful use of nuclear energy under the commitment for safe use and nonproliferation of nuclear for now.

재생에너지 보급을 범지구적으로 확산하기 위해서는 선진국과 개도국 정부간 재정지원과 기술이전이 활성화되어야 합니다. 이와 동시에 민간 부문도 각국   정부와 협력하여 재생에너지 기술개발과 보급 확대에 노력해야 할 것입니다.
Financial support and technology transfer from advanced countries to developing countries are necessary for broader use of renewable energy across the world. At the same time, private sector also should put more efforts for development and spreading of renewable technology through close cooperation with the government.

이러한 맥락에서 2011년 UAE에 본부를 두고 창설된 ‘국제 재생에너지기구(IRENA)’의 중요성은 날이 갈수록 커지고 있다고 생각합니다.
In this connection, I believe that the importance of ‘International Renewable Energy Agency’ that established in 2011 based on UAE is getting larger.

한국 정부는 앞으로 재생에너지의 보급 확대를 위한 UAE 정부의 노력에 대해 긴밀히 협력할 것이며 녹색성장 정책의 국제적 확산을 위해서도 양국이 더욱 공조해 나가기를 희망합니다.
The Korean government will closely cooperate with the UAE government and its efforts for expanding the use of renewable energy. Plus, we hope that our cooperation will last continuously for the goals of promoting green growth policies to the world.

아무쪼록 이번 회의가 지속 가능한 발전과 안정적인 에너지 자원 이용(Global Energy Mix)을 위한 국제협력에 새로운 이정표를 제시하고, 구체적이며 건설적인 행동계획을 마련하는 중요한 계기가 되기를 기대합니다.
Wrapping up my speech, I wish this meeting be an important stepping stone for drawing action plans in detail by suggesting new milestone in international cooperation for sustainable development and stable energy source supply(Global Energy Mix)

그리고 그 성과가 금년 6월 멕시코에서 개최되는 G20의 녹색성장 논의와 같은 달 브라질에서 열리는 Rio+20의 지속가능 개발 논의에도 발전적으로 이어질 수   있기를 기대합니다.
So, the fruit of this meeting bear another good results in other meeting down the road, for example in the discussion about green growth in G20 Summit in Mexico which is slated in June, and also in the discussion of Rio+20 Sustainable Development.

외신기자단 여러분!그간 한국경제에 대해 많은 관심과 애정어린 조언을 해 주신 여러분들께 진심으로 감사의 말씀을 드립니다.이렇게 여러분들을 만나 한국경제의 현황과 정책방향에 대해 말씀드리고 여러분의 귀한 견해 및 충고를 들을 수 있게 되어 뜻깊게 생각합니다.먼저 2012년 한국경제를 둘러싼 대내외 경제여건에 대해 말씀드리겠습니다.
Foreign Correspondents, I would like to say thank you for your concerns and affectionate advices about Korean economy. I think it is very meaningful to meet you here, and not only talk to you about current Korean economic situation and policy, but also listen your invaluable opinions and advices. Above all, I’ll talk about the economic circumstances in and around Korea in 2012.

최근 세계경제는 미국 등의 지표가 다소 나아졌으나 유럽 재정위기 확산 우려가 지속되고 이란 핵문제 등 중동 리스크가 고조되는 등 하방위험이 큰 상황입니다.특히, 유럽 재정위기는 EU 정상들의 신재정협약 합의, ECB의 유동성 공급 등의 정책대응에도 불구하고 EU 국가의 서로 다른 정치적 입장과 ECB의 역할에 대한 논란 등으로 유로존의 위기대응 조치가 여전히 미흡하여 위기상태가 상당기간 지속될 것이라는 견해가 지배적입니다.
Despite the better indices of countries around the world including the US, still concerns about infectious financial crisis in Europe and growing risks in the Middle East, such as Iranian nuclear problem are greatly threatening. Though European leaders try to cope with current crisis with various cooperative policies, for example the pledge about new funding and more liquidity from the ECB, many see that the crisis will be continue for a considerable time. It is because they think different political position of each EU country and controversy over the role of ECB will make hard Euro-zone to tackle with the problem.

특히, 상반기에 재정위기국들의 국채만기가 집중되어 있고 그리스 채무탕감 협상도 난항을 겪고 있습니다.최근 IMF는 유로지역의 올해 성장을 마이너스로 전망(△0.5%)하고, 세계경제도 당초 4.0%에서 3.3%로 하향 조정했습니다.
Moreover, on the first half of this year, national bonds of fiscally ailing countries come to maturity and Greek also has hard time in writing-off negotiation. Days ago, IMF projected that this year the growth of Euro-zone will be negative, and also lowered the projection about global growth rate from 4.0% to 3.3%.

나라간 경제가 촘촘히 연결되어 있는 글로벌 경제환경 하에서 한국경제라고 예외일 수는 없습니다.대외여건 악화로 제조업ㆍ수출이 둔화되는 가운데 경제심리가 움츠러들면서 소비ㆍ투자 등 내수도 위축되는 모습을 보이고 있습니다.
Since economies of countries are closely connected each other, this global economic situation will be affected by it as well. Already, our economy is showing signs of shrinking in domestic factors including consumption and investment because worse situation around Korea slowed down manufacturing and exporting sector and froze economic sentiment.

물가는 지난 해보다는 낮아질 것으로 전망되나 중동지역의 정세불안으로 고유가가 지속되고 있고 인플레이션 기대심리가 남아 있는 상황입니다.가계부채, 한계기업 등 잠재적 불안요인도 남아있습니다.
Even though it is prospected that inflation rate will be lower than that of last year, we cannot sure because political stability in Middle East area remains Oil price at high level and there are also still expectation of high inflation. Household debt problem and marginal businesses are also another of risk factors.

그러나 지난 두 번의 경제위기를 거치면서 한국경제는 체질이 개선되고 위기대응 능력이 강화되었습니다.지난 해 우리경제는 유럽 재정위기와 기상이변 등 악재에도 불구하고 일자리가 40만개 이상 늘어나고 250억 달러를 넘는 경상수지 흑자를 냈습니다.
After two economic crisis, Korean economy achieved successful reform and gained capacity to respond to crisis. In addition, we created 400,000 more jobs and recorded more than $25 billion in terms of current account last year in adversary situation such as fiscal crisis in Europe and eerie climate condition.

신흥국 수출비중이 70% 이상을 차지하는 등 수출시장이 다변화되고 한ㆍEU, 한ㆍ미 FTA를 통해 수출경쟁력이 높아졌습니다.국가채무가 OECD 평균의 1/3 수준으로 상대적으로 견고한 재정상태를 유지하고 있으며, 단기외채 비중이 35.1%(‘11.9월말)로 하락하는 등 외채건전성이 개선되고 있습니다.3천억불이 넘는 외환보유액을 확보한 가운데 한ㆍ일, 한ㆍ중 통화스왑을 확대하여 제2의 외환안전판을 마련하였습니다.
Korea diversified exporting partners by increasing the volume of exports to developing countries by more than 70%, and Korea heightened competitiveness in exporting though FTA with the EU and the US. The government is maintaining its fiscal condition also fairly well with relatively small size national debt, a third of OECD average. In terms of foreign currency, the government improved its condition by lowering the proportion of short-term foreign loan to 35.1% as of late September, 2011. Also, through currency swap deal with Japan and China, we made a second safety measure to protect our economy with more than $300 billion reserves.

한국경제를 둘러싼 대내외 위험요인들이 어느 때보다 크고 불확실하지만 개선된 경제체질과 국내외 신뢰를 바탕으로 충분히 어려움을 극복할 수 있을 것입니다.
Risk factors in and around Korean economy is great and uncertain. However, I believe that Korea’s improved economic condition and trust will enough to overcome this hard time.

올해의 경제정책은 대내외 경제여건의 불확실성에 대응하여 경제활력을 제고하고 서민생활을 안정시키는 데 중점을 둘 것입니다.첫째, 유럽 재정위기, 원자재가격 불안, 총선ㆍ대선 등 우리 경제를 둘러싼 국내외 위험요인에 적극 대응해 나갈 것입니다.유럽 재정위기 진행경과를 집중 모니터링하여 이미 마련되어 있는 컨틴전시 플랜에 따라 신속하게 대응해 나가겠습니다.
The government will put priority in policy making this year on invigorating the economy and stabilizing livelihood of middle and low income families by tackling with uncertainties. First of all, the government will actively respond to risk factors in and around Korea’s economy such as fiscal crisis in Euro, unstable commodity prices and both general and presidential election. By closely monitoring situation in Europe, we will rapidly apply our contingency plan accordingly.

또한, 수입선을 다변화하여 안정적인 원자재 확보기반을 마련하는 한편, 국제유가의 변동성이 커질 가능성에 대비할 것입니다.국내적으로는 선거 등 정치일정에 흔들림 없이 이명박 정부의 주요 경제정책 과제를 일관되게 추진해 나가겠습니다.
We will also find channels to supply raw materials in a stable way and prepare fluctuation of oil prices by diversifying import routes. Domestically, regardless the political events for example elections, the Lee Myung-bak administration will conduct major economic plans.

둘째, 대외여건 악화로 경제가 움츠려들지 않도록 경제의 활력을 높여 나갈 계획입니다.금년 상반기 중 예산의 60%를 조기집행하고 2013년 균형재정 달성을 목표로 하고 있습니다.
Second, we will try our best to put more energy in our economy to protect worse situation around the country. So, we plans to spend 60% of budget during the first half of this year, and regain fiscal balance in 2013.

가계ㆍ기업ㆍ금융ㆍ외환 부문의 체질을 강화하는 노력도 병행해 나가겠습니다.투자환경을 개선하고 서비스업ㆍ중소기업ㆍ자영업 등의 경쟁력을 강화하여 내수기반을 다져 나가겠습니다.
The efforts to reform and improve household, businesses, financial sector and foreign sector will be continued as well. By improving investing environment and strengthening competitiveness in service sector, SME and self-employed businesses, we will create firm basis of domestic demand.

기업의 FTA 활용기반을 극대화하고 경쟁력 있는 중소기업의 해외진출과 새로운 시장개척을 적극적으로 도울 것입니다.0~5세아에 대한 보육은 국가가 책임을 지고 지원하는 등 저출산ㆍ고령화에 대응하고 성장잠재력을 높이는 차원에서 착실히 준비해 나가겠습니다.이와 함께 녹색성장, 신성장동력 확충 등 미래대비 투자도 결코 소홀히 하지 않겠습니다.
The government will help companies in maximizing their benefits based on FTA, and it will help competitive SMEs in penetrating oversea markets. With policies like financial support for families with zero to five-year-old children, the government steadily will prepare the era of a society with low birth rate and aging in order to raise growth engine down the road. With that, investment for future, such as for Green Growth, New growth engine will not be neglected.

셋째, 서민생활 향상에도 더욱 힘을 쏟아 경기 악화의 영향을 최소화하도록 하겠습니다. 경제의 활력을 유지하는 가운데 물가가 안정될 수 있도록 거시정책을 운용하는 한편, 시장 친화적 정책으로 물가가 3% 초반 대에서 안정될 수 있도록 할 것입니다.
Third, we will minimize the adversary effect of downturn through the efforts for improving livelihood of public. Implementing market friendly policies and macroeconomic policies that can invigorate Korea’s economy and stabilize prices, the government will keep inflation stably within early 3% range.

또한 고용창출을 증진할 수 있도록 정책과 시스템을 고쳐 나가겠습니다.교육ㆍ주거ㆍ의료 등 생계비를 줄여 서민생활의 부담을 덜어주는 한편,일하는 복지를 바탕으로 근로장려세제(EITC) 등을 대폭 확대해 근로빈곤층(Working poor)이 자립하여 복지의 덫에서 벗어나도록 돕겠습니다. 꼭 필요한 사람에게 필요한 혜택이 돌아갈 수 있도록 하겠습니다.
System and policies will be changed for creating job and encouraging hire. Additionally, the government will help working poor people stand on their own feet by expanding EITC on the base of welfare policies. The benefit will reach to the most needed people.

지난 1월 13일은 1962년 제1차 경제개발 5개년 계획이 공표된 지 딱 50년이 되는 날이었습니다.지난 반세기 동안 대한민국은 숱한 시련에도 불구하고 전세계에서 유례를 찾아볼 수 없을 정도로 역동적인 발전상을 보여주었습니다.
On January 13^th of this year, Korea marked 50^th anniversary of Five-Year-Economy-Development-Policy that was initiated in 1962 at first. For the last half century, Korea has set a dynamic development model which is unprecedented in global history.

82달러에 불과하던 일인당 국민소득은 2만불 이상으로 증가하였고, 수출규모는 세계 104위에서 7위로 교역규모는 세계 65위에서 9위로 상승했습니다.
Average income per capita has increased from mere USD82 to more than USD20,000. Also, South Korea’s exports and volume of trading has been greatly increased from world 104^th to 7^th and from 65^th to 9^th, respectively.

이제 대한민국은 G20 정상회의를 개최하여 글로벌 질서를 만들어 가는 나라, 수원국에서 원조국으로 DAC에 가입한 유일한 나라, 세계 3위의 경제영토를 가진 나라로 세계 속에 우뚝 선 나라가 되었습니다.
In many aspects, Korea has developed to a country that sets rules of the world by holding G20 Summit, to a country that has turned from a recipient to benefactor and accessed DAC for the first time among former recipient, and to a country with world third largest economic territory.

앞으로도 한국경제가 위기를 뛰어넘어 글로벌 경제에 공헌할 수 있도록 외신기자 여러분도 한국경제에 대한 애정을 바탕으로 변함없는 격려와 따끔한 조언을 아끼지 말아 주시기를 부탁드립니다.경청해 주셔서 감사합니다

Congratulatory Remark at Graduation of the 41^st the Judicial Research and Training Institute Students.

사법연수원 수료생 여러분 반갑습니다.먼저, 지난 2년간 힘든 연수 과정을 마치고 법조인으로서 첫 발을 내딛는 수료생 여러분께 축하의 말씀을 드립니다.
It’s great to see you graduating students of the Judicial Research and Training Institute. First of all, I would like to say congratulation to all of graduating students for take an important step to the society after two years of harsh training course as legal experts.

아울러, 예비 법조인 교육에 노고를 아끼지 않으신 김이수 사법연수원장님을 비롯한 사법연수원 교수님들께도 감사의 말씀을 드립니다.또한, 양승태 대법원장님, 신영무 대한변협 회장님을 비롯한 내외 귀빈 여러분과 이 자리를 함께 하게 되어 매우 뜻 깊게 생각합니다.
Also, I want to express appreciation to all of professors of the Judicial Research and Training Institute including the dean of Institute, Yi-soo, Kim, for the efforts you’ve put in teaching these students. I’m so pleased to attend this meaningful event with Chief Justice of the Supreme Court, Seung-tae, Yang, the chairman of Korean Bar Association, Yong-moo, Shin, and many other distinguished guests.

수료생 여러분! 법률시장 개방 등 법조계의 변화에 따라 미래에 대한 여러분들의 불안이 적지 않을 것으로 생각됩니다.저는 15년전에 2년여간 사법연수원 교수로 재직한 바 있습니다.당시 저와 함께 지냈던 연수생들도 여러분과 마찬가지로 미래에 대한 걱정과 불안을 갖고 있었지만, 이제는 다양한 직역에서 제 몫을 다하고 있습니다.
Graduating students! I well understand that many concerns about your future career are in your mind because of changes in circumstances of legal sector such as the market opening of legal sector. Fifteen years ago, I taught students in this institute for two years. At that time, all may students also worried about their future. However, now they’re playing important roles in many areas.

첫발을 내딛는 단계에서의 두려움은 누구에게나 있는 것입니다.그러나, 한발 한발 앞으로 나아가면서 두려움과 불안은 떨쳐 버릴 수 있습니다.여러분 모두 훗날 후배들에게 믿음직한 선배로 자리 잡을 것을 기대하며,법조인으로서 지녀야 할 자세와 덕목에 대해 몇 가지 말씀 드리고자 합니다.
Everyone fears about their first step. However, by going forward step by step, we can remove the fears away. I expect that all of you will be a role model for your juniors. From now on, I would like to share some ideas about virtues and attitudes of legal experts.

먼저 여러분들께 드리고 싶은 말씀은 ‘공정한 법치’를 구현하는데 힘써 달라는 점입니다.지난 해 우리나라는 세계에서 아홉 번째로 무역규모 1조 달러를 달성하는 등 선진국으로 도약하고 있습니다.하지만, 국민들은 우리 사회, 특히 우리 법조계가 공정하지 못하다고 생각하고 있는 것이 현실입니다.
Foremost, I would like to ask you for efforts for realization of ‘fair legal system’. Korea is entering to the advanced countries group by achieving one billion dollar trading in terms of its volume last year, for the ninth time in the world. Still, people in Korea don’t think that our legal system is fair.

아직도 국민들은 우리 사회에 이른바 ‘전관예우’, ‘유전무죄, 무전유죄’ 등 불공정한 요소가 많다고 믿고 있습니다. 여러분들이 어떤 직역에서 일을 하든지, 공정한 법치를 구현하여 국민들의 신뢰를 회복하는데 힘써 주시기 바랍니다.
Koreans see that bad traditions such as ‘special treatment for retired official’ and ‘unfair legal system for the poor’ did not go away from our legal system. In this regard, wherever you work, I hope all of you put efforts for restoring the trust of public about our legal system by realizing a fair legal process.

우리 스스로 법과 원칙을 지키는 것도 중요하지만, 국민들의 입장에서 공정하게 보이는 것도 그만큼 중요합니다.공정한 법집행은 선진 일류국가의 기본이라는 점을 잊지 말고 자신의 분야에서 최선을 다해 주시기 바랍니다.
Of course, for legal experts ourselves, it is important to abide by rules and principles. However, it is as much as important to see everything in a fair viewpoint from the perspective of public. Please remind that fair legal process is the basic of first-class country and do your best in your position.

다음으로, 사회적 약자에 대한 따뜻한 배려의 손길을 내미는 자세 역시 중요합니다.올 한해 세계적인 재정위기와 경기침체에 따른 사회적 양극화로 인해 서민들의 시름은 더욱 깊어질 것으로 우려됩니다.이럴 때일수록 우리 주변에 있는 사회적 약자들에 대한 관심과 배려가 필요합니다.

Recently, ‘mutual benefit’ and ‘intercommunication’ is buzzwords in our society, In particular, I ask that legal experts take lead in sharing benefits and services with humble mind since many regard that legal experts are a special class.

또한, 여러분들께 드리고 싶은 말씀은 ‘균형감각’과 ‘지혜’를 키워 달라는 것입니다.여러분들이 각자 맡은 바 직역에서 일을 하다 보면 모순되는 가치가 충돌하는 경우가 많이 있습니다. 이럴 때 하나의 입장에 치우치지 않는 균형감각이 매우 중요합니다.
Also, I would like to ask you for ‘balanced viewpoint’ and ‘wisdom’. In real world, you would often face a situation that values conflict. In this time, balanced viewpoint is really important.

이를 위해서는 바쁘더라도 평소에 시간을 내어 독서를 하고 존경 받는 분들의 이야기를 경청함으로써 지혜를 키워야 합니다. 특히 법조계가 아닌 다른 분야에 계신 분들로부터 경험을 듣고 이를 활용하는 것도 매우 도움이 된다는 말씀을 드립니다.
To have that, please make time for growing your wisdom by reading books and listening socially respected figures. Know-how from not only people in legal sector, but also experts in other sectors will be greatly helpful.

마지막으로 어느 분야에서든 자긍심을 가지고 일해 주시기 바랍니다.제가 자주 인용하는 말 중에, ‘수처작주(隨處作主), 입처개진(立處皆眞)’이라는 말이 있습니다. 중국 당나라 고승인 임제선사가 ‘어느 곳에 있든지 내가 주인이고, 내가 서 있는 곳이 모두 참된 곳이다.’라는 뜻으로 하신 말씀입니다.
Last, please have pride for your work no matter where you are. I like to quote ‘suíchù- zuòzhǔ, lì-chù-jiē-zhēn’. This is a remark that a ancient master monk Im-Je of Tang Dynasty said ‘I am the owner of where I stand, and I am right in my position’.

여러분들이 어느 직역에서 일을 하더라도 스스로 자긍심을 가진다면, 그 일은 더 중요한 일이 되고 여러분들도 더욱 만족감을 느끼게 될 것입니다.또한, 여러분들 스스로가 자긍심을 가질 때 상대방의 신뢰도 더욱 받을 수 있게 됩니다.

I would like to begin by expressing my sincere appreciation to Chairman Il Sakong and Chairman Pat Gaines for the kind invitation to attend this very special gathering this evening. In fact, this gathering is particularly meaningful to me as it is my first public function since being appointed Trade Minister on the 31st of December last year. Furthermore, it is my first time to attend the Korea-U.S. New-Year Business-networking Dinner.

Indeed, I believe that this occasion holds additional importance for all of us,as we look forward to the entry into force of the KORUS FTA in the near future. Such expectations are well summed up in the words, “A New Era of Korea - U.S. Economic Partnership.”In this regard, I am greatly honored to have the opportunity tooffer a few words at this important juncture for our two countries.
사실 저는 이번 행사는 가까운 미래에 한-미 FTA의 발표를 바라보고 있는 시점에서 특별히 그 중요성이 있다고 생각합니다. 이러한 기대는 ‘한-미 경제 파트너십의 새로운 시대’라는 말로 요약할 수 있습니다. 이러한 점에서 양국 모두에게 이렇게 중요한 시점에 몇 마디 인사를 전할 수 있게 되었다는 점을 영광으로 생각합니다.

Last year, many challenges and criseswere encountered across the globe. However, with our unswerving commitment to free trade and an open market economy, Korea and the U.S. have worked together closely to overcome thosechallenges, and made substantial progress in our economic and trade relations. Trade volume between our two countries last year increased by 12% while bilateral investment also increased with Korea’s investment to the U.S almost tripling compared to the previous year.
작년, 많은 어려움과 위기가 전 세계에 닥쳤습니다. 그러나 자유무역과 개방시장경제에 대한 꺾이지 않는 노력을 통해 한국과 미국은 이러한 어려움을 협력하여 극복하였으며 우리 경제와 무역관계에 괄목할 만한 발전을 이룩하였습니다. 작년 양국의 교역량은 12% 증가하였으며 한국의 미국내 투자의 증가를 포함한 쌍무적 투자 또한 전년 대비 세 배 가까이 증가하였습니다.

In this regard, I cannot emphasize enough that it is only with the strong support and continued efforts of the business communities of our two countries that this has been made possible.I would like totake this opportunity to express my deep gratitude to all of the Korean and U.S. business leaders gathered here this evening. I have every confidence that you will continue to play a key role to maintain and enhance our thriving economic relationship.

Ladies and Gentlemen,Above all, no reflection on progress in our economic relationship would be complete without reference to the KORUS FTA as we now near the end of our six year journey. As we all know and remember well, our two countries took a big step for the pursuit of a high-quality FTA in 2006. 
여러분, 무엇보다도6년간의 노력의 끝에서 한-미 FTA를 언급하지 않고서는 우리 경제관계가 발전하였다는 점을 설명할 수 없을 것입니다. 우리 모두가 잘 알고 있고 기억하다시피 양국은 2006년 높은 수준의 자유무역협정을 이루기 위해 큰 걸음을 옮겼습니다.

The initiative was an ambitious response to reverse the trend wherebyour businesses were suffering as they increasingly lost ground to other markets. There were also considerable expectations that this would further strengthen our alliance, enabling us to more effectively deal with the new challenges and opportunities of the 21st century. 
이는 다른 시장에서 기업들이 점차 시장을 잃어가고 있는 상황을 전환하기 위한 야심 찬 대응이었습니다. 양국이 21세기의 새로운 기회와 어려움에 더욱 효과적으로 대응하도록 함으로서 이번 협정이 양국의 동맹관계를 더욱 강화시킬 것이라는 많은 기대 또한 있었습니다.

Once the KORUS FTA enters into force, our markets would be divided only by geographical distance, as it will eliminate tariffs of 96% of the key products traded between the two countries within 5 years. With a more transparent and less costly business environment, the two economies will become the most attractive and stable investment destinations for one another. I have no doubt that all these advancements inour partnership will lead to the boosting of our economies and creation of jobs.
일단 한-미 FTA가 발효되면 5년 내로 양국의 주요 상품에 대한 관세의 96%를 철폐함으로써 지리적으로는 떨어져 있지만 하나의 시장이 될 것입니다. 더욱 투명하고 비용이 낮은 사업환경 속에서 양국의 경제는 서로에게 가장 매력적이고 안정적인 투자처가 될 것입니다. 우리 파트너십의 이러한 모든 발전이 우리 경제를 촉진하고 일자리를 창출하게 되리라 믿어 의심치 않습니다.

Furthermore, the KORUS FTA holds a significant place in Korea’s external economic strategy. As of today, Korea has FTAs with as many as 45 countries including the U.S. With the entry into force of the KORUS FTA, the first important chapter of Korea’s FTA roadmap will be completed. With this monumental step, Korea will strengthen its position as an FTA Hub by connecting the two largest advanced economies, the European Union and the United States. 
더욱이 한-미 FTA는 한국의 외양적 경제 전략에 있어서 중요한 위치를 차지하고 있습니다. 현재 한국은 미국을 포함하여 무려 45개국과 자유무역협정을 맺고 있습니다. 한-미 FTA가 발효되면 협정의 가장 중요한 부분이 완성되는 셈입니다. 이 중요한 순간에 한국은 유럽과 미국이라는 세계에서 가장 크고 발전된 경제를 연결하는 자유무역협정의 허브로서 현재의 입장을 강화할 것입니다.

Ladies and Gentlemen,
We have heard many versions of estimations with regard to the economic effects of the KORUS FTA. However, I would like to emphasize that it is now time to put numbers to one side, and, rather, to take action.It is imperative that we make the most of the opportunities and potential benefits offered by this Agreement.

우리는 한-미 FTA의 경제적 효과에 대하여 여러 가지 예상을 접하고 있습니다. 그러나 저는 지금은 계산보다는 실행에 옮길 대라는 점을 강조하고 싶습니다. 이번 협정을 통해 주어진 기회와 잠재적 이익을 십분 활용하는 것은 매우 중요합니다.

I, as Trade Minister, will do my part for the successful implementation of the Agreement. Yet I believe that you have an even more crucial role to playas business leaders. With our joint efforts, I am confident that this Agreement will yield outcomes that surpass all expectations.

Dear workers in Communication industry and distinguished guests in this event, I am so pleased to be here and to deliver New Year’s greeting facing with a new hopeful year. The year 2012 is a year of dragon in Asian calendar, so I hope that Korea’s Communication industry also can take off like a flying dragon this year.

The government will also provide full support to make Korea’s communication industry can lead the global market. In particular, we will raise technological and financial support for middle-sized venture companies and startups that can strengthen the base of contents and network competition.

또한, 금년 말까지 지상파의 아날로그 방송을 디지털로 전환하는 작업도 차질 없이 완수하여 스마트 시대를 앞서가기 위한 인프라도 다져 나갈 것입니다.
In addition, we will intensify the infrastructure in order to lead this era of smart technology by completing the shift from analogue to digital of ground-wave broadcasting by the end of this year.

존경하는 방송통신인 여러분,지금이야말로 우리가 ‘IT 성공 신화’를 스마트 시대의 성공으로 이어나갈 절호의 기회입니다. 이를 위해서는 무엇보다도 네트워크와 플랫폼, 기기와 콘텐츠 등 모든 분야가 조화롭게 발전하는 상생의 ‘스마트 생태계’가 조성되어야 합니다.
Dear workers of communications industry, now is a good opportunity to connect this experience of ‘success in IT sector’ to the success in smart technology. To this end, the priority should be a harmonious ‘smart ecology’ where every sector including network, platform, device and contents can make a synergy.

이를 위해서는 상대적으로 규모가 영세한 소프트웨어 산업과 독립제작사 등 방송콘텐츠 업체들이 맘껏 창의를 발휘할 수 있는 경쟁여건이 조성되어야 합니다.
For that, we need to a circumstance where small sized broadcasting companies, software companies and independent companies can compete and demonstrate their creativity in a full extent.

정부에서도 불공정한 거래관행을 개선하고 중소업체 지원 확대를 위해 노력할 것입니다만, 방송통신인 여러분도 목전의 이익보다는 보다 긴 안목에서 방송 통신 산업 전체의 발전을 내다봐야만 할 것입니다.최근 ‘케이블 TV의 지상파 방송 중단사태’가 빚어졌는데 이 문제 역시 ‘상생’의 대원칙에 입각하여 대화를 통해 하루빨리 타결되기를 기대합니다.
The government will surely put effort to increase the support for middle and small sized companies and to eliminate unfair conditions in transactions. More importantly, you workers in communications industry also should seek a long-term progress of the industry, rather than short-term benefit. Recently, cable TV companies stopped delivery of ground wave programs. I hope both parties can find a common ground soon through talks within greater principle of ‘mutual benefits’

여러분,2012년 새해는 우리 방송통신 산업이 다시 한 번 크게 도약하는 한 해, 우리 경제가 스마트 시대의 글로벌 리더’로 발돋움하는 한 해가 되도록 다 함께 크게 힘을 냅시다.

Good to see you everyone. I’m Ministry of Unification. In this juncture when political atmosphere of Korean peninsula is more unstable than any other time, I’m so pleased that many experts are gathering here to examine political situation of North Korea and discuss ways for international cooperation today.

의미있는 자리를 마련해 주신 통일연구원과 조선일보측에 깊은 감사의 마음을 전합니다.발표와 토론을 준비해주신 전문가 여러분께도 통일부장관으로서 따뜻한 감사와 함께 경의를 표합니다.

Around Korean Peninsula, there are both many good chances and risking factors. Old-fashioned ways like denounce and instigation will not help us get through this situation with good results. The government is conducting flexible diplomatic policies toward North Korea persistently, regardless North Korea’s criticism in recent days. We are fully ready to solve current issues between the two Koreas and walk through future through “conversations between the two countries with responsible attitudes”.

남북이 주도적으로 ‘한반도의 새로운 협력구조’를 창출해 나갈 때 주변국들은 기꺼이 협력할 것입니다.그리하여 비로소 한반도와 동북아의 새로운 평화질서 구축이 시작될 수 있을 것입니다.
When two Koreas lead and create ‘a New Cooperating System on Korean Peninsula’, neighboring countries are going to support us willingly. Therefore, it could be the starting point of new peaceful order around two Koreas and Northeast Asia either.

남북관계의 주체는 ‘남북’이라는 책임감을 갖고 주변국과 협력해 나가야 합니다.
정부는 북한이 주변국과의 관계를 개선하고 민생경제를 챙기도록 “기회의 창”을 열어 놓고 있습니다.
In the issues of inter-Korean, the two countries should lead and cooperate with near countries with responsibility.

돌이켜보면, 지난 한 해 세계 경제와 정세 불안 속에서도 교통물류．해양산업 경제인 여러분의 열정과 적극적인 도움으로 세계 9번째 교역대국 반열에 올라섰습니다. EU, 미국과의 FTA 추진으로 지속적인 성장을 위한 교두보를 마련하였고, 일자리 확충 등을 통해 서민경제에도 크게 기여할 것입니다. 
Looking back, despite the unstable global economy and political mood, Korea became the ninth largest trading country in the world thanks to the enthusiasm and supports of businessmen in Transportation, Logistics and Ocean Industries. We also made a stepping stone toward sustainable growth by making FTA deals with EU and the US. In addition, we contributed the livelihoods of low income families by adding more job opportunities.

또한, 국민의 생활과 직접 연결되어 있는 교통물류．해양산업 분야에서도 많은 성과를 창출하였습니다. 대도시권 철도망 확충을 비롯한 주요 SOC 건설을 차질 없이 추진하고, 대중교통 중심의 녹색교통 기반을 구축했습니다. 해운업은 위기 속에서도 2,100만TEU의 물동량을 처리하여 세계 5위, 해운강국 코리아의 위상을 드높였으며, 태평양ㆍ인도양 지역 해양광물자원 개발을 적극 추진하여 우리의 해양관할권을 넓히는 귀중한 성과도 냈습니다.
Moreover, there have been various fruits in Transportation, Logistics and Ocean Industries which are closely related with the our life. First, we pushed forward constructions of major SOC including expansion of railroad in Metropolitan area without any problem and established the base of green transportation system that is operated majorly by Mass-transportation system. In terms of Ocean Industry, it boosted Korea’s global status of fifth largest shipping country in the world, by shipping 21 million TEU of trading volume even in difficult situation, and expanded our ocean territory by actively promoting explore of mineral resources under the Pacific and Indian Ocean.

이러한 성과는 각 분야에서 묵묵히 최선을 다해 오신 여러분의 노고 덕분입니다. 이 자리를 빌려 깊은 감사의 말씀을 드립니다.

Difficulties in global economy and unstable situation on Korean Peninsula will be continued in this year. Also, there will be many difficult situations are waiting for us, such as the increase in oil price, economic downturn. In this situation, we need to prepare new growth engine in order to overcome current crisis and step up one notch, rather than satisfy past achievements.

Greeting Message for New Year Meeting of Korea Association of Construction Industry

희망찬 임진년 새해를 맞아 소망하시는 일들을 성취하시고, 가정과 직장에 건강과 행복이 가득하기를 기원합니다.
I wish great achievements in your businesses, and wellness and happiness in your families in this hopeful new year of 2012.

지난해 우리는 국민생활, 기업과 직접 맞닿은 현장에서 많은 성과를 창출했습니다. 4대강 살리기의 주요 공정이 대부분 완료되었고, SOC, 주택 분야에서도 여러 성과들을 만들어냈습니다.중동 정정 불안에도 불구하고 해외건설은 591억 달러를 수주해 4년간 누적 수주액이 2,274억 달러에 이르는 등 세계 7대 건설강국으로 부상했습니다. 
Last year, I had put forth lots of fruits in fields where are closely related with livelihoods of general public and management of companies. Major parts of Four-River-Project are completed, and there were many achievements in SOC and housing sector. Despite the unstable politics in the Middle East, companies won overseas construction bids worth of US$59.1 billion. As a result, total biding has been amounted to US$227.4 billion for the last four years and it boosted Korea on the seventh place in global construction arena.

특히, 우리나라가 유럽 재정위기 속에서도 무역 1조 달러를 돌파해 세계 9번째 교역대국 반열에 올라선 것은 경제의 맏형, 건설 산업의 든든한 뒷받침이 있었기에 가능했습니다. 
In particular, as construction sector propped up the economy, Korea could be world ninth largest trading country, exceeding US$1 trillion volume of trading in adverse circumstances such as fiscal crisis in European countries.

이와 같은 성과들은 공직을 떠난 후에도 사회 각 분야에서 활발하게 활동하며, 변함없이 후배 공직자들을 성원하고 지원해주는 선배들의 숨은 공로라 생각합니다. 이 자리를 빌려 깊은 감사 인사를 드립니다. 
I believe that all these are possible because many retired officials in broad sector in our society continue their supports for their successors. Taking this opportunity, I would like to express my appreciation to them.

지난해에 이어 올해 역시 세계경제에 어려움이 예상됩니다. 유럽의 재정위기가 상반기 중 정점에 도달할 가능성이 높으며, 유가상승도 계속될 것으로 보입니다. 북한의 권력이양과 총선과 대선 등 한반도 정세 또한 유동적 입니다. 
It is expected that global economy will continuously be in a dire situation in this year. There’re high possibilities that fiscal crisis in Europe will reach its tipping point during the first half of this year, and the increase of oil price will also be persistent. Political situation of Korean peninsula is also hard to predict because North Korea is in power transition, and South Korea will hold both general election and presidential election in the same year.

하지만 지금처럼 어려움이 클수록 기회도 큽니다. 어려울수록 촘촘하고 치밀하게 준비하고 대비하기 때문입니다. 오히려 어려움이 없을수록 준비를 하지 못해 위기를 만날 가능성이 있습니다. 올해, 예년보다 더 큰 기회가 우리를 기다리고 있을 것이라 생각합니다. 특히, 우리 건설 산업은 지난 반세기 동안 많은 어려움에도 굴하지 않고, 어떤 위기를 만나도 이를 기회로 바꾸어낸 저력이 있습니다. 자신감을 가집시다. 
However, big difficulty pairs with big opportunity either. By preparing thoroughly for difficult time, we can create good opportunity. By contrast, we can face unexpected obstacle if we do not ready for hardships at a normal time. This year, I believe, there will be bigger opportunities than any other time. Korea’s construction industry, particularly, has a potential that has turned difficulties into opportunities, by overcoming hardships for the last half century. So, we can have confidence.

우리 건설은 국민에게 꼭 필요한 주택, 교통시설을 제공하고 재해로부터 안전한 국토를 만드는 가장 기본적이고 중요한 복지를 책임지고 있습니다. ‘기능’에서 한 발 더 나아가 ‘가치’를 만드는 일에도 우리 건설이 적극 나서는 한해가 되기를 바랍니다. 
Construction industry in Korea is taking the most basic but important responsibilities for welfare by providing houses and infrastructures to people in need, and also creating a safe nation from natural disasters. This year, I hope construction industry actively participate in jobs that is not only for providing functionality but also for creating values.

정부는 건설．주택시장의 정상화를 위하여 지난해에 여러 차례 부동산대책을 마련하였고, 금년에도 주택 45만호 건설, 해외건설 700억 달러 달성, SOC예산 상반기 조기 집행, 규제 30%감축 등을 목표로 서민 생활안정을 도모하고 경기회복에 최선을 다할 것입니다. 
For the last year, the government has established policies to normalize construction and housing markets. This year also, the government will put all efforts to achieve goals such as constructing 450,000 new houses, accomplishing overseas construction projects of US$70 billion worth, early spending of SOC budgets during the first half of this year, and eliminating 30% of regulation, by seeking ways to stabilize livelihoods of public and to revamp the economy.

무엇보다 일자리 창출에 총력을 기울일 것입니다. 일자리는 곧 복지입니다. 경제 성장이 내실화하고 견실한 성장으로 이어지는데 일자리가 핵심입니다. 여러분도 함께 지혜를 모아주시기 바랍니다. 올해 최대 국가행사인 여수세계박람회를 성공적으로 개최하여 녹색성장을 선도하는 우리의 위상도 드높여야 할 것입니다. 
Foremost, the government will put the priority on job creation. Giving job is a real welfare. Also, providing job is a core for firm and stable economic growth. I hope all of you pull the wisdom. In addition, we need to promote Korea’s national status in global stage as a leading country in green growth sector, by successfully finishing Yeosu international Expo, one of the biggest international events of this year in Korea.

어려움은 그 한가운데 있을 때는 어려움밖에 보이지 않고 다른 가능성은 알 수 없을 때가 많습니다. 그러나 어려움을 극복하고 벗어나 보면, 그 안에 많은 교훈과 의미가 있었음을 깨닫게 됩니다. 공직의 대선배이신 여러분께서 후배들에게 다양한 경험을 들려주고, 격려와 권면을 자주 해주셔서 후배 공직자들이 더 넓은 시야를 얻고, 용기와 자신감을 갖는데 멘토가 되어주시기 바랍니다. 
In difficult time, it is hard to see other possibilities because we only see difficulties. However, when we overcome the time, we can realize that we’ve learned lots of lessons and meanings during the time. It would be great if you, seniors, hand down know-how, and give supports and encouragements as a mentor. Then, officers will gain broader viewpoints, courage and confidence.

오늘 같은 자리에서 딱딱한 이야기 외에 건진회 회원들께서 지난 1년 동안 어떻게 지내셨는지 서로의 안부도 확인하고 좋은 소식은 제가 홍보도 해드리려고 했는데, 사무국에서 특별한 소식이 없다고 합니다. 사무국에서 파악하지 못한 소소한 일들도 이 자리에서 함께 나누며 친목을 다지는 시간을 갖도록 합시다. 고맙습니다.
I wished that I could ask after each of you and delivered good news rather than flat stories. However, there was no special story to deliver from the office. So, I hope that this event can be a opportunity to exchange your stories that the office did not know, and to strengthen our relations. Thank you very much.

안녕하십니까? 환경부장관 유영숙입니다.
Hello, I am Environment Minister Yoo Young-Sook 

먼저, 2011년 한 해 녹색생활 확산과 기후변화 대응 등 대한민국 환경을 위해 노력해주신 여러분의 노고에 감사드립니다.
First of all, I want to express my appreciation to all of you about the various efforts for better environment in South Korea including campaigns for go-green life style and proper responses against climate changes for the last year.

특히 타의 모범이 되는 활동으로 제6회 환경대상 시상식에서 수상의 영광을 안게 된 여러분께 고개 숙여 축하와 감사 말씀을 드립니다.
In particular, I want to bow down to express my congratulations and appreciations to the awardees of this sixth Environment Award, who have worked with exemplary behaviors.

여러분,
Ladies and Gentlemen

대한민국은 가을이면 산자락마다 낙엽이 붉게 물들고 겨울이면 시리도록 하얀 눈이 내리는 아름다운 나라입니다.
Korea is a beautiful country where we can enjoy red autumn tints on every mountain in fall and pure white snow in winter.

우리는 이처럼 아름다운 자연을 소중히 지키고 가꿔 후손에게 물려줘야 할 의무와 책임을 갖고 있습니다.
Preserving these beautiful environments and handing it down to our offspring is our duty and responsibility.

그런데 최근에는 우리가 그 의무와 책임을 소홀히 해오고 있지 않았나 심각한 반성을 하게 됩니다.
Looking back, we might have been negligible the responsibilities and duties in these days.

전 세계에 닥친 기후변화의 위기 속에 한반도의 온난화 속도는 예상을 훨씬 뛰어넘는 수준에서 진행되고 있습니다.
Amid the crisis of global climate change, the pace of temperature hike on Korean peninsula is much faster than prediction.

이 뿐 아니라, 교통공해는 물론 석면, 실내공기오염 등까지 국민건강과 밀접한 환경문제의 범위도 확대되고 있습니다.
Moreover, the range of environmental issue is becoming wider to the problems that can be a serious threatening for general people, including from vehicle emission to asbestos and indoor air quality problems.

이에 정부는 저탄소 녹색성장을 국가비전으로 삼고 온실가스 감축과 함께 안전하고 쾌적한 생활환경 조성을 실현하고자 노력하고 있습니다.
In that, the government established ‘low carbon, green growth’ as a national vision and is putting efforts to create a better living condition, along with reduction of greenhouse gas.

특히, 온실가스 감축을 위해 산업계에 대한 목표관리제와 배출권거래제 도입을 추진하고 있으며, 이밖에도 그린카드 보급 등 녹색생활 실천운동을 전개하고 있습니다.. 
Foremost, in order to reduce the emission of greenhouse gas, the government is pushing forward to introduce cap and management scheme and emission right trading scheme for industries. Besides, we are operating various go-green lifestyle campaigns including green-card distribution.

그렇지만 이 모든 것은 국민 여러분의 호응과 참여가 없으면 성공할 수 없습니다.
However, all of these cannot success without supports and participation of people.

오늘 수상하신 분들과 같은 국민 한 분 한 분의 도움이 절실합니다.
We desperately need participation of each person like today’s awardees did.

환경시대신문사의 ‘환경봉사지킴이기자단’처럼 우리 환경을 아끼고 지키려는 소중한 노력들이 꼭 필요합니다.
Also we need precious efforts to preserve and protect our environment like ‘volunteer reporter group for environment preservation’ of Environment-Era Newspaper.

이 작은 노력들이 모아질 때, 비로소 환경위기에 대응할 수 있는 동시에 세계 속의 녹색리더국으로서 입지를 다져갈 수 있습니다.
When these small efforts are put in together, Korea can pave the firm foundation as a leading country in environmental sector, and have capability to respond to environmental crisis.

저를 비롯한 환경부의 모든 식구들도 아름다운 환경, 건강한 지구를 위해 최선을 다하겠습니다.
Including me myself, all officials of the Environment Ministry will also do our best for beautiful environment and the healthier earth.

Dear Patricia O’brien under secretary general of UN, Renaud Sorieul secretary of UNCITRAL, Vathana Dalaroy General Director of Securities and Stock Transaction in Laos, ambassadors from across the world and many distinguished guest,

그리고, 송영길 인천광역시장님을 비롯한 인천광역시 관계자 여러분 반갑습니다.
Incheon city mayor Song Young Gil and officials of Incheon city, I’m so glad to meet you.

저는 법무부장관으로서, UNCITRAL 최초의 지역사무소가 대한민국 인천에 설립되는 역사적인 현장에 함께하게 되어 큰 영광이라고 생각합니다.
As the Department of Justice Minister of Korea, I think it is such an honor to be here and witness this historical moment that the first local branch of UNCITRAL opens in Incheon city. 

오늘 아ㆍ태 지역사무소를 개소하는 UNCITRAL은 각국 무역 법률 체계의 통일과 조화를 선도함으로써, 국제무역을 촉진하도록 1966년 UN 산하에 설치된, 법률 분야에서 독보적 위상(位相)을 자랑하는 국제기구입니다.
UNCITRAL that opens Asia-Pacific branch office today is an organization that established in 1996 as a sub-organization of UN for unification and harmony of laws regarding trades in different countries of the world. Therefore, UNCITRAL is a leading international organization in legal sector. 

FTA 등으로 경제적 국경이 사라지는 글로벌 자유무역 시대에,UNCITRAL 최초의 지역사무소가 글로벌 도시를 지향하는 인천 송도 국제신도시에 위치하게 된 것 또한 매우 뜻깊게 생각합니다.
In this global free trade era when economic borders are disappearing because of various trade pacts including FTA, I believe that opening of the first branch office of UNICITRAL in Song-Do International city in Incheon where is eager to become a global city is greatly meaningful.

앞으로 UNCITRAL 아ㆍ태 사무소는 아시아ㆍ태평양 지역 개도국들의 국내 입법(立法) 지원 등 광범위한 역할의 구심점이 될 것이고,이를 기반으로, 아시아ㆍ태평양 지역의 국제무역이 더욱 활발해져 지역 전체의 경제 발전이 한층 촉진되기를 기대합니다.
Down the road, UNCITRAL Asia-Pacific office will serve as a center by playing broad roles including supports for making domestic laws of nations in this region. Based on this, I hope economic progresses of the region as international trades become more active in the region.

UNCITRAL 아ㆍ태 사무소설립을 토대로, 우리가 살고 있는 아시아ㆍ태평양 지역은 법률 분야뿐만 아니라,경제ㆍ사회 등 모든 측면에서 한층 긴밀한 관계를 형성해 나갈 것입니다.
Establishing Asia-Pacific branch office of UNCITRAL will serve an opportunity for better relations between nations of the region in terms of not only legal sectors but also all other sectors including economy and social issues.

아울러, 대한민국 법무부는 UNCITRAL 아ㆍ태 사무소와의 적극적인 협력사업을 통해,대한민국 경제성장을 도운 법치주의의 발전 경험을 공유함으로써,아시아ㆍ태평양 지역 번영에 더욱 기여하도록 노력하겠습니다.
Moreover, the Department of Justice in Korea will make more efforts for thrives of Asia-Pacific region by active cooperation with the branch office and sharing information about the experiences of progress in legalism that has helped economic growth of Korea.
