사법연수원 수료생 여러분 반갑습니다.먼저, 지난 2년간 힘든 연수 과정을 마치고 법조인으로서 첫 발을 내딛는 수료생 여러분께 축하의 말씀을 드립니다.
It’s great to see you graduating students of the Judicial Research and Training Institute. First of all, I would like to say congratulation to all of graduating students for take an important step to the society after two years of harsh training course as legal experts.

아울러, 예비 법조인 교육에 노고를 아끼지 않으신 김이수 사법연수원장님을 비롯한 사법연수원 교수님들께도 감사의 말씀을 드립니다.또한, 양승태 대법원장님, 신영무 대한변협 회장님을 비롯한 내외 귀빈 여러분과 이 자리를 함께 하게 되어 매우 뜻 깊게 생각합니다.
Also, I want to express appreciation to all of professors of the Judicial Research and Training Institute including the dean of Institute, Yi-soo, Kim, for the efforts you’ve put in teaching these students. I’m so pleased to attend this meaningful event with Chief Justice of the Supreme Court, Seung-tae, Yang, the chairman of Korean Bar Association, Yong-moo, Shin, and many other distinguished guests.

수료생 여러분! 법률시장 개방 등 법조계의 변화에 따라 미래에 대한 여러분들의 불안이 적지 않을 것으로 생각됩니다.저는 15년전에 2년여간 사법연수원 교수로 재직한 바 있습니다.당시 저와 함께 지냈던 연수생들도 여러분과 마찬가지로 미래에 대한 걱정과 불안을 갖고 있었지만, 이제는 다양한 직역에서 제 몫을 다하고 있습니다.
Graduating students! I well understand that many concerns about your future career are in your mind because of changes in circumstances of legal sector such as the market opening of legal sector. Fifteen years ago, I taught students in this institute for two years. At that time, all may students also worried about their future. However, now they’re playing important roles in many areas.

첫발을 내딛는 단계에서의 두려움은 누구에게나 있는 것입니다.그러나, 한발 한발 앞으로 나아가면서 두려움과 불안은 떨쳐 버릴 수 있습니다.여러분 모두 훗날 후배들에게 믿음직한 선배로 자리 잡을 것을 기대하며,법조인으로서 지녀야 할 자세와 덕목에 대해 몇 가지 말씀 드리고자 합니다.
Everyone fears about their first step. However, by going forward step by step, we can remove the fears away. I expect that all of you will be a role model for your juniors. From now on, I would like to share some ideas about virtues and attitudes of legal experts.

먼저 여러분들께 드리고 싶은 말씀은 ‘공정한 법치’를 구현하는데 힘써 달라는 점입니다.지난 해 우리나라는 세계에서 아홉 번째로 무역규모 1조 달러를 달성하는 등 선진국으로 도약하고 있습니다.하지만, 국민들은 우리 사회, 특히 우리 법조계가 공정하지 못하다고 생각하고 있는 것이 현실입니다.
Foremost, I would like to ask you for efforts for realization of ‘fair legal system’. Korea is entering to the advanced countries group by achieving one billion dollar trading in terms of its volume last year, for the ninth time in the world. Still, people in Korea don’t think that our legal system is fair.

아직도 국민들은 우리 사회에 이른바 ‘전관예우’, ‘유전무죄, 무전유죄’ 등 불공정한 요소가 많다고 믿고 있습니다. 여러분들이 어떤 직역에서 일을 하든지, 공정한 법치를 구현하여 국민들의 신뢰를 회복하는데 힘써 주시기 바랍니다.
Koreans see that bad traditions such as ‘special treatment for retired official’ and ‘unfair legal system for the poor’ did not go away from our legal system. In this regard, wherever you work, I hope all of you put efforts for restoring the trust of public about our legal system by realizing a fair legal process.

우리 스스로 법과 원칙을 지키는 것도 중요하지만, 국민들의 입장에서 공정하게 보이는 것도 그만큼 중요합니다.공정한 법집행은 선진 일류국가의 기본이라는 점을 잊지 말고 자신의 분야에서 최선을 다해 주시기 바랍니다.
Of course, for legal experts ourselves, it is important to abide by rules and principles. However, it is as much as important to see everything in a fair viewpoint from the perspective of public. Please remind that fair legal process is the basic of first-class country and do your best in your position.

다음으로, 사회적 약자에 대한 따뜻한 배려의 손길을 내미는 자세 역시 중요합니다.올 한해 세계적인 재정위기와 경기침체에 따른 사회적 양극화로 인해 서민들의 시름은 더욱 깊어질 것으로 우려됩니다.이럴 때일수록 우리 주변에 있는 사회적 약자들에 대한 관심과 배려가 필요합니다.
Next, it is also important to reach out your warm hand to the most vulnerable people. In this year, concerns of middle- and small-income families will grow much more because of fiscal crises and depression in many countries across the world. In this juncture, the vulnerable around us needs our attention and help.

경제적 사정이 어려운 분들의 인권도 존중되고 개인의 삶 속에 따뜻함이 스며들 수 있는 사회를 만들려는 노력이 중요합니다.
We should put more effort to create a society where even people in economic difficulties can protect their human rights and feel warmness in their life.

중국의 ‘서경(書經)’에는 ‘휘유의공(徽柔懿恭), 회보소민(懷保小民)’이라는 말이 나옵니다.주나라를 세운 문왕의 ‘부드러움과 따뜻한 마음으로 소시민들을 마음에 품어 보살핀다.’는 자세를 표현한 문구입니다.
In a Chinese old book titled “Seo-kyung”, there’s a saying that ‘hui-róu-yì-gōng, huái-bǎo-xiǎomín’. This means that King Moon who established nation Zhou served his people with tender and warm heart.

최근 사회적으로도 ‘공생(共生)’과 ‘소통’이 강조되고 있습니다.특히 법조인들은 사회에서 비교적 혜택 받은 계층으로 여겨지는 만큼, 더욱 낮은 자세로 나눔과 봉사에 앞장 서 주시기 바랍니다.
Recently, ‘mutual benefit’ and ‘intercommunication’ is buzzwords in our society, In particular, I ask that legal experts take lead in sharing benefits and services with humble mind since many regard that legal experts are a special class.

또한, 여러분들께 드리고 싶은 말씀은 ‘균형감각’과 ‘지혜’를 키워 달라는 것입니다.여러분들이 각자 맡은 바 직역에서 일을 하다 보면 모순되는 가치가 충돌하는 경우가 많이 있습니다. 이럴 때 하나의 입장에 치우치지 않는 균형감각이 매우 중요합니다.
Also, I would like to ask you for ‘balanced viewpoint’ and ‘wisdom’. In real world, you would often face a situation that values conflict. In this time, balanced viewpoint is really important.

이를 위해서는 바쁘더라도 평소에 시간을 내어 독서를 하고 존경 받는 분들의 이야기를 경청함으로써 지혜를 키워야 합니다. 특히 법조계가 아닌 다른 분야에 계신 분들로부터 경험을 듣고 이를 활용하는 것도 매우 도움이 된다는 말씀을 드립니다.
To have that, please make time for growing your wisdom by reading books and listening socially respected figures. Know-how from not only people in legal sector, but also experts in other sectors will be greatly helpful.

마지막으로 어느 분야에서든 자긍심을 가지고 일해 주시기 바랍니다.제가 자주 인용하는 말 중에, ‘수처작주(隨處作主), 입처개진(立處皆眞)’이라는 말이 있습니다. 중국 당나라 고승인 임제선사가 ‘어느 곳에 있든지 내가 주인이고, 내가 서 있는 곳이 모두 참된 곳이다.’라는 뜻으로 하신 말씀입니다.
Last, please have pride for your work no matter where you are. I like to quote ‘suíchù- zuòzhǔ, lì-chù-jiē-zhēn’. This is a remark that a ancient master monk Im-Je of Tang Dynasty said ‘I am the owner of where I stand, and I am right in my position’.

여러분들이 어느 직역에서 일을 하더라도 스스로 자긍심을 가진다면, 그 일은 더 중요한 일이 되고 여러분들도 더욱 만족감을 느끼게 될 것입니다.또한, 여러분들 스스로가 자긍심을 가질 때 상대방의 신뢰도 더욱 받을 수 있게 됩니다.
When you have confidence in your occupation, it will feel for you more importantly and give you bigger satisfaction. Also, when you have confidence about yourself, others will have trust on you.

이제 여러분은 힘든 연수원 과정을 무사히 마치고 신규 법조인으로서 큰 뜻을 펼칠 수 있게 되었습니다.여러분 모두 앞날에 대한 설레임과 기대를 품고 있을 것입니다. 또한, 각자 이루고자 하는 목표에 대한 남다른 각오도 갖고 있을 것입니다.
Now you’re about to go out and fly away as a legal expert after all these difficult trainings. I believe that you have a great expectation and excitement about your future. I believe that you have resolute mind for your next goal.

여러분들이 법조인으로서 큰 뜻을 펼치기 위해서는, 지금 갖고 있는 그 설레임, 기대, 각오를 얼마나 오래 간직하는지가 매우 중요하다고 생각합니다.
What I know is keeping the feelings of excitement, expectation and resolute mind in your heart continuously, in order to be a greater legal expert.

지금까지 그래 왔듯이 초심을 잃지 않고 배우는 자세를 견지한다면 여러분들이 뜻하는 모든 일들이 이루어질 것으로 확신합니다.새로운 출발을 앞둔 여러분들께 다시 한번 축하와 격려의 말씀을 드리며, 항상 여러분 모두의 앞날에 행운이 가득하길 기원합니다. 감사합니다.
I’ll guarantee you that if you’re willing to learn something anytime like you’ve done until now you’ll achieve all the goals you set. Once again I deliver my congratulation and wish luck to you who are standing on a new starting point. Thank you.

사공일 한국 무역협회 회장님, 팻 게인스 주한미국상공회의소 회장님, 김충환 외교통상통일위원회 위원장님, 내외 귀빈 여러분, 만나서 반갑습니다.

I would like to begin by expressing my sincere appreciation to Chairman Il Sakong and Chairman Pat Gaines for the kind invitation to attend this very special gathering this evening. In fact, this gathering is particularly meaningful to me as it is my first public function since being appointed Trade Minister on the 31st of December last year. Furthermore, it is my first time to attend the Korea-U.S. New-Year Business-networking Dinner. 
사공일 위원장님과 팻 게인스 회장님께 이렇게 특별한 자리에 초대해 주신데 대하여 우선 감사를 표합니다. 사실 이 자리는 제가 지난 12월 31일 통상교섭본부장으로 임명된 뒤 첫번째로 갖는 공식 행사라는 점에서 개인적으로는 특별한 의미가 있습니다. 또한 저는 한-미 경제인 신년회에 처음으로 참석하게 되었습니다.

Indeed, I believe that this occasion holds additional importance for all of us,as we look forward to the entry into force of the KORUS FTA in the near future. Such expectations are well summed up in the words, “A New Era of Korea - U.S. Economic Partnership.”In this regard, I am greatly honored to have the opportunity tooffer a few words at this important juncture for our two countries.
사실 저는 이번 행사는 가까운 미래에 한-미 FTA의 발표를 바라보고 있는 시점에서 특별히 그 중요성이 있다고 생각합니다. 이러한 기대는 ‘한-미 경제 파트너십의 새로운 시대’라는 말로 요약할 수 있습니다. 이러한 점에서 양국 모두에게 이렇게 중요한 시점에 몇 마디 인사를 전할 수 있게 되었다는 점을 영광으로 생각합니다.

Last year, many challenges and criseswere encountered across the globe. However, with our unswerving commitment to free trade and an open market economy, Korea and the U.S. have worked together closely to overcome thosechallenges, and made substantial progress in our economic and trade relations. Trade volume between our two countries last year increased by 12% while bilateral investment also increased with Korea’s investment to the U.S almost tripling compared to the previous year.
작년, 많은 어려움과 위기가 전 세계에 닥쳤습니다. 그러나 자유무역과 개방시장경제에 대한 꺾이지 않는 노력을 통해 한국과 미국은 이러한 어려움을 협력하여 극복하였으며 우리 경제와 무역관계에 괄목할 만한 발전을 이룩하였습니다. 작년 양국의 교역량은 12% 증가하였으며 한국의 미국내 투자의 증가를 포함한 쌍무적 투자 또한 전년 대비 세 배 가까이 증가하였습니다.

In this regard, I cannot emphasize enough that it is only with the strong support and continued efforts of the business communities of our two countries that this has been made possible.I would like totake this opportunity to express my deep gratitude to all of the Korean and U.S. business leaders gathered here this evening. I have every confidence that you will continue to play a key role to maintain and enhance our thriving economic relationship.
이러한 점에서 이를 가능케 한 양국의 재계의 지속적 노력과 강력한 지원이 있었기에 가능했다는 점을 강조하지 않을 수 없습니다. 이 기회를 빌어 이 자리에 모이신 한-미 재계 지도자 여러분께 깊은 감사를 드립니다. 또한 계속하여 발전적인 경제관계를 유지하고 발전시키는데 있어 여러분께서 중요한 역할을 해 주시리라는 확신을 가지고 있습니다.

Ladies and Gentlemen,Above all, no reflection on progress in our economic relationship would be complete without reference to the KORUS FTA as we now near the end of our six year journey. As we all know and remember well, our two countries took a big step for the pursuit of a high-quality FTA in 2006. 
여러분, 무엇보다도6년간의 노력의 끝에서 한-미 FTA를 언급하지 않고서는 우리 경제관계가 발전하였다는 점을 설명할 수 없을 것입니다. 우리 모두가 잘 알고 있고 기억하다시피 양국은 2006년 높은 수준의 자유무역협정을 이루기 위해 큰 걸음을 옮겼습니다.

The initiative was an ambitious response to reverse the trend wherebyour businesses were suffering as they increasingly lost ground to other markets. There were also considerable expectations that this would further strengthen our alliance, enabling us to more effectively deal with the new challenges and opportunities of the 21st century. 
이는 다른 시장에서 기업들이 점차 시장을 잃어가고 있는 상황을 전환하기 위한 야심 찬 대응이었습니다. 양국이 21세기의 새로운 기회와 어려움에 더욱 효과적으로 대응하도록 함으로서 이번 협정이 양국의 동맹관계를 더욱 강화시킬 것이라는 많은 기대 또한 있었습니다.

Once the KORUS FTA enters into force, our markets would be divided only by geographical distance, as it will eliminate tariffs of 96% of the key products traded between the two countries within 5 years. With a more transparent and less costly business environment, the two economies will become the most attractive and stable investment destinations for one another. I have no doubt that all these advancements inour partnership will lead to the boosting of our economies and creation of jobs.
일단 한-미 FTA가 발효되면 5년 내로 양국의 주요 상품에 대한 관세의 96%를 철폐함으로써 지리적으로는 떨어져 있지만 하나의 시장이 될 것입니다. 더욱 투명하고 비용이 낮은 사업환경 속에서 양국의 경제는 서로에게 가장 매력적이고 안정적인 투자처가 될 것입니다. 우리 파트너십의 이러한 모든 발전이 우리 경제를 촉진하고 일자리를 창출하게 되리라 믿어 의심치 않습니다.

Furthermore, the KORUS FTA holds a significant place in Korea’s external economic strategy. As of today, Korea has FTAs with as many as 45 countries including the U.S. With the entry into force of the KORUS FTA, the first important chapter of Korea’s FTA roadmap will be completed. With this monumental step, Korea will strengthen its position as an FTA Hub by connecting the two largest advanced economies, the European Union and the United States. 
더욱이 한-미 FTA는 한국의 외양적 경제 전략에 있어서 중요한 위치를 차지하고 있습니다. 현재 한국은 미국을 포함하여 무려 45개국과 자유무역협정을 맺고 있습니다. 한-미 FTA가 발효되면 협정의 가장 중요한 부분이 완성되는 셈입니다. 이 중요한 순간에 한국은 유럽과 미국이라는 세계에서 가장 크고 발전된 경제를 연결하는 자유무역협정의 허브로서 현재의 입장을 강화할 것입니다.

Ladies and Gentlemen,
We have heard many versions of estimations with regard to the economic effects of the KORUS FTA. However, I would like to emphasize that it is now time to put numbers to one side, and, rather, to take action.It is imperative that we make the most of the opportunities and potential benefits offered by this Agreement.
여러분,
우리는 한-미 FTA의 경제적 효과에 대하여 여러 가지 예상을 접하고 있습니다. 그러나 저는 지금은 계산보다는 실행에 옮길 대라는 점을 강조하고 싶습니다. 이번 협정을 통해 주어진 기회와 잠재적 이익을 십분 활용하는 것은 매우 중요합니다.

I, as Trade Minister, will do my part for the successful implementation of the Agreement. Yet I believe that you have an even more crucial role to playas business leaders. With our joint efforts, I am confident that this Agreement will yield outcomes that surpass all expectations.
통상교섭본부장으로서 저는 이번 협정의 성공적인 이행을 위해 제가 할 수 있는 부분을 다 할 것입니다.그러나 여러분께서 재계의 지도자로서 더욱 중요한 역할을 해 주시리라 믿습니다. 우리의 하나된 노력을 통해서 이번 협정이 기대 이상의 성과를 거두리라 확신합니다.

Ladies and Gentlemen,
It is said that “those who sow in tears will reap with songs of joy.”For the past half century we have all worked hard to see Korea grow from an impoverished nation receiving U.S. aidsto become the 9th largest trading nation in the world. As we all know, the solid alliance between Korea and U.S. has been the backbone of such remarkable growth. Soon, we will be celebrating the entry into force of the KORUS FTA, which will further enhance the Korea-US economic and trade partnership to new heights. 
여러분,
‘눈물로 씨 뿌리는 자가 기쁨의 수확을 거둔다’는 말이 있습니다. 지난 반세기간 우리 모두는 미국의 원조를 받는 가난한 나라에서 세계 9위의 무역국으로 발전하는 한국의 성장을 보기 위해 열심히 일해 왔습니다. 우리 모두가 아다시피 한국과 미국의 강력한 동맹은 이렇게 놀라운 성장의 중추였습니다. 곧 우리는 한-미 FTA의 발효를 축하하게 될 것이며 이는 한-미 경제와 무역 파트너십을 새로운 단계로 향상시킬 것입니다.

존경하는 방송통신인 여러분, 그리고 자리를 함께 하신 내외 귀빈 여러분,희망찬 새해를 맞아 여러분과 신년인사를 나누게 되어 매우 기쁘고 반갑습니다.임진년 올해는 용이 힘차게 하늘로 차오르듯이 우리 방송통신 산업도 더욱 크게 융성하는 한해가 되기를 바랍니다.
Dear workers in Communication industry and distinguished guests in this event, I am so pleased to be here and to deliver New Year’s greeting facing with a new hopeful year. The year 2012 is a year of dragon in Asian calendar, so I hope that Korea’s Communication industry also can take off like a flying dragon this year.

여러분,지난 해 우리 방송통신 분야는 많은 변화와 발전이 있었습니다.”통신 분야”의 경우, 스마트폰 가입자가 이미 2천만 명을 넘어서면서 ‘스마트 시대’가 활짝 열리고, 4세대 LTE(Long Term Evolution) 서비스가 상용화 되는 등 새로운 활력이 생겨나고 있습니다.
Everyone, last year, there have been lots of progresses in Korea’s communication industry. In terms of “Mobile communication sector”, we embraced ‘the Era of Smart Technology’ with more than 20 Million smartphone service subscribers, and we are also witnessing new energy in the sector by the commercialization of Long Term Evolution(LTE) technology, the 4^th generation of telecommunication technology.

”방송 분야” 또한, 새롭게 종편채널들이 개국함에 따라 콘텐츠시장 활성화는 물론, 글로벌 미디어 그룹 탄생을 위한 기반도 마련되었습니다.이 모두는 방송통신인 여러분이 헌신적으로 노력해 주신 덕분 이라고 생각하며, 이 자리를 빌려 감사와 축하의 말씀을 드립니다.
In terms of “Broadcasting sector”, with launching of comprehensive program channels we can expect not only more vigorous contents market, but also a global level media group. I think all this could be possible thanks to your devotional efforts, so taking this opportunity, I would like to express my appreciation and congratulation.

방송통신인 여러분,‘주마가편(走馬加鞭)’이란 말처럼 저는 여러분이 올 한해도 더 힘을 내서 분발하고 발걸음을 재촉해 주실 것을 부탁드립니다.그것은 이 분야만큼 글로벌 경쟁이 더 치열한 분야가 없기 때문이기도 하지만,방송통신을 포함한 IT산업은 우리나라 전체 수출의 30% 이상을 차지하는 매우 중요한 산업이기 때문입니다.
Workers of Communication industry, there’s an old saying ‘whipping an already galloping horse. Likewise, I hope that all of you work more by pressing on yourself harder. It is necessary because the sector is very competitive across the globe, also it is because IT industry is so important that a third of Korea’s exports come from the industry.

정부도 우리 방송 통신 분야가 세계시장을 선도해 나갈 수 있도록 모든 지원을 아끼지 않을 것입니다. 특히, 네트워크와 콘텐츠의 경쟁 기반을 강화하고 창업지원이나 중소벤처에 대한 기술 및 자금 지원도 확충해 나가겠습니다.
The government will also provide full support to make Korea’s communication industry can lead the global market. In particular, we will raise technological and financial support for middle-sized venture companies and startups that can strengthen the base of contents and network competition.

또한, 금년 말까지 지상파의 아날로그 방송을 디지털로 전환하는 작업도 차질 없이 완수하여 스마트 시대를 앞서가기 위한 인프라도 다져 나갈 것입니다.
In addition, we will intensify the infrastructure in order to lead this era of smart technology by completing the shift from analogue to digital of ground-wave broadcasting by the end of this year.

존경하는 방송통신인 여러분,지금이야말로 우리가 ‘IT 성공 신화’를 스마트 시대의 성공으로 이어나갈 절호의 기회입니다. 이를 위해서는 무엇보다도 네트워크와 플랫폼, 기기와 콘텐츠 등 모든 분야가 조화롭게 발전하는 상생의 ‘스마트 생태계’가 조성되어야 합니다.
Dear workers of communications industry, now is a good opportunity to connect this experience of ‘success in IT sector’ to the success in smart technology. To this end, the priority should be a harmonious ‘smart ecology’ where every sector including network, platform, device and contents can make a synergy.

이를 위해서는 상대적으로 규모가 영세한 소프트웨어 산업과 독립제작사 등 방송콘텐츠 업체들이 맘껏 창의를 발휘할 수 있는 경쟁여건이 조성되어야 합니다.
For that, we need to a circumstance where small sized broadcasting companies, software companies and independent companies can compete and demonstrate their creativity in a full extent.

정부에서도 불공정한 거래관행을 개선하고 중소업체 지원 확대를 위해 노력할 것입니다만, 방송통신인 여러분도 목전의 이익보다는 보다 긴 안목에서 방송 통신 산업 전체의 발전을 내다봐야만 할 것입니다.최근 ‘케이블 TV의 지상파 방송 중단사태’가 빚어졌는데 이 문제 역시 ‘상생’의 대원칙에 입각하여 대화를 통해 하루빨리 타결되기를 기대합니다.
The government will surely put effort to increase the support for middle and small sized companies and to eliminate unfair conditions in transactions. More importantly, you workers in communications industry also should seek a long-term progress of the industry, rather than short-term benefit. Recently, cable TV companies stopped delivery of ground wave programs. I hope both parties can find a common ground soon through talks within greater principle of ‘mutual benefits’

여러분 반갑습니다. 통일부장관입니다. 한반도 정세가 그 어느 때보다 유동적인 상황에서 오늘 여러 전문가들께서 북한정세를 진단하고, 국제협력 방안을 논의하게 된 것을 매우 뜻깊게 생각합니다.
Good to see you everyone. I’m Ministry of Unification. In this juncture when political atmosphere of Korean peninsula is more unstable than any other time, I’m so pleased that many experts are gathering here to examine political situation of North Korea and discuss ways for international cooperation today.

First of all, I would like to express my deep appreciation to Korea Institute for National Unification and Chosun Ilbo, a local newspaper, for hosting this meeting. Also, I would like to deliver my thanks and respect as the Ministry of Unification to experts who prepared speech and discussion.

지금 세계는 기대와 우려가 섞인 시선으로 ‘북한이 어디로 갈 것인가’를 주목하고 있습니다.정부는 북한의 새 지도부가 변화된 상황에서 조속히 안정을 되찾고,대화와 협력의 길로 나오길 기대하고 있습니다.
Now eyes of the world are on the issue ‘where North Korea will head for’ with expectation and worries as well. Our government is looking forward that North Korea becomes stable soon under the new authority, and also comes forward to talk and cooperate.

거듭 강조하지만,우리 정부는 ‘상생과 공영’의 남북관계를 지향합니다.소모적인 대립과 갈등이 아닌 생산적인 교류와 협력을 통해 북한이 “새로운 발전의 길”을 택하도록 돕고자 합니다.
Once again, I would like to say that South Korean government wants ‘Win-win and Mutual Beneficial’ relationship with North Korea. We are trying to help North Korea walk ‘Way of New development’ through productive exchanges and cooperation, rather than unnecessary conflicts and disputes.

한반도를 둘러싼 위험과 기회 요인이 빠르게 교차하고 있습니다.구태의연한 비난과 선동으로는 지금의 상황을 헤쳐나갈 수 없습니다.남북관계는 물론 북한 스스로에게도 도움이 되지 않습니다.
Around Korean Peninsula, there are both many good chances and risking factors. Old-fashioned ways like denounce and instigation will not help us get through this situation with good results. Moreover, it will not be good not only for inter-relationship between two Koreas, but also for North Korea itself.

정부는 근자의 북한이 대남비난을 하고 있는 것에 연연하지 않고 유연한 대북정책을 일관되게 시행하고 있습니다.“책임있는 남북 당국자간 대화”를 통해 남북간 현안을 해결하고 미래로 나아갈 준비가 되어 있습니다.
The government is conducting flexible diplomatic policies toward North Korea persistently, regardless North Korea’s criticism in recent days. We are fully ready to solve current issues between the two Koreas and walk through future through “conversations between the two countries with responsible attitudes”.

남북이 주도적으로 ‘한반도의 새로운 협력구조’를 창출해 나갈 때 주변국들은 기꺼이 협력할 것입니다.그리하여 비로소 한반도와 동북아의 새로운 평화질서 구축이 시작될 수 있을 것입니다.
When two Koreas lead and create ‘a New Cooperating System on Korean Peninsula’, neighboring countries are going to support us willingly. Therefore, it could be the starting point of new peaceful order around two Koreas and Northeast Asia either.

남북관계의 주체는 ‘남북’이라는 책임감을 갖고 주변국과 협력해 나가야 합니다.
정부는 북한이 주변국과의 관계를 개선하고 민생경제를 챙기도록 “기회의 창”을 열어 놓고 있습니다.
In the issues of inter-Korean, the two countries should lead and cooperate with near countries with responsibility.
The South Korean government remains its ‘Window of Opportunity’ wide open for help North Korea restore the relations with neighboring countries and make better the livelihood of its own people.

지금 국제사회는 북한이 핵문제를 포함해서 한반도의 안정과 평화를 위한 ‘책임있는 조치들’을 내놓길 기대하고 있습니다.주변국이 반대하는 핵무기 개발이 아니라,‘개혁ㆍ개방’을 통해 ‘민생’을 중시하는 방향으로 나오길 기대합니다.
Now the international society is waiting for responsive measures for stability and peace on Korean Peninsula including the solution about nuclear weapons. It should pursue not the way for developing nuclear weapons that neighbors never want, but the way for improving living condition of its people by implementing reform and opening its door toward global society.

우리 정부는 북한이 그 변화의 길로 나선다면, “북한의 진정한 발전”과 “북한주민의 민생”을 위해 ‘협력’하고 ‘지원’해 나갈 것입니다.우리는 북한이 빠른시일 내에 이 길로 나올 수 있기를 기대합니다.이를 위해 국제사회와 긴밀하게 협력하고 소통해 나가고 있습니다.
When North Korea takes step toward the way, the government will ‘cooperate’ and ‘support’ for the ‘living condition of North Koreans’ and ‘real progress of North Korea’. So, we hope that the moment comes sooner than later. For that, we are closely putting efforts and communicating with international society.

“선택의 시기”입니다.북한이 또 한번의 갈림길에서 ‘미래를 향한 좋은 결단’을 내릴 수 있도록 함께 지혜를 모으고 협력해 나가고자 합니다.북한이 과거의 길을 되밟는 ‘나쁜 선택’이 아니라,발전된 미래를 향한 ‘좋은 선택’을 내리길 기대합니다.
It’s time to “Choose”. In this crossroad, we are trying to pull wisdom and cooperate to let North Korea make ‘better decision for its future’. We hope that the decision be the ‘good choice’ for the development down the road, rather than makes same mistake it did by choosing worse option.

존경하는 교통물류．해양산업 경제인 여러분, 전국교통단체총연합회 박복규 회장님, 전국해양산업총연합회 이종철 회장님, 바쁜 의정활동 중에도 함께 자리를 해주신 국토해양위원회 장광근 위원장님, ○○○, ○○○ 의원님, 그리고 내외 귀빈 여러분, 반갑습니다. 
Dear businessmen in Transportation and Logistics, and Ocean Industries, President Park Bok-Gyu of Korea Federation of Transporting Workers Association and President Lee Jong-Cheol of Korea Federation of Ocean Industry Workers Association, it’s good to see you. Also I would like to thank you to Chairman Jang Gwang-Gun of Land Transport and Maritime Affair Committee in National Assembly, Congressmen ○○○, ○○○ and distinguished guests for attending this event in your busy schedule.

2012년은 60년 만에 오는 흑룡의 해라고 합니다. 소망하시는 모든 일들을 성취하시고, 가정과 직장에 건강과 행복이 가득하기를 기원합니다. 더불어 침체된 경기가 다시 활력을 얻고 힘차게 비상하는 용처럼 국운이 융성하는 한 해가 되기를 희망합니다. 
In the Asian calendar, the year 2012 is a year of Black Dragon which returned in 60 years. In this year, I wish your great achievements as you want, and great wellness and happiness in your family and business. Besides, I wish our depressed economy not only rebounds again but also boost this year, like a soaring dragon.

돌이켜보면, 지난 한 해 세계 경제와 정세 불안 속에서도 교통물류．해양산업 경제인 여러분의 열정과 적극적인 도움으로 세계 9번째 교역대국 반열에 올라섰습니다. EU, 미국과의 FTA 추진으로 지속적인 성장을 위한 교두보를 마련하였고, 일자리 확충 등을 통해 서민경제에도 크게 기여할 것입니다. 
Looking back, despite the unstable global economy and political mood, Korea became the ninth largest trading country in the world thanks to the enthusiasm and supports of businessmen in Transportation, Logistics and Ocean Industries. We also made a stepping stone toward sustainable growth by making FTA deals with EU and the US. In addition, we contributed the livelihoods of low income families by adding more job opportunities.

또한, 국민의 생활과 직접 연결되어 있는 교통물류．해양산업 분야에서도 많은 성과를 창출하였습니다. 대도시권 철도망 확충을 비롯한 주요 SOC 건설을 차질 없이 추진하고, 대중교통 중심의 녹색교통 기반을 구축했습니다. 해운업은 위기 속에서도 2,100만TEU의 물동량을 처리하여 세계 5위, 해운강국 코리아의 위상을 드높였으며, 태평양ㆍ인도양 지역 해양광물자원 개발을 적극 추진하여 우리의 해양관할권을 넓히는 귀중한 성과도 냈습니다.
Moreover, there have been various fruits in Transportation, Logistics and Ocean Industries which are closely related with the our life. First, we pushed forward constructions of major SOC including expansion of railroad in Metropolitan area without any problem and established the base of green transportation system that is operated majorly by Mass-transportation system. In terms of Ocean Industry, it boosted Korea’s global status of fifth largest shipping country in the world, by shipping 21 million TEU of trading volume even in difficult situation, and expanded our ocean territory by actively promoting explore of mineral resources under the Pacific and Indian Ocean.

이러한 성과는 각 분야에서 묵묵히 최선을 다해 오신 여러분의 노고 덕분입니다. 이 자리를 빌려 깊은 감사의 말씀을 드립니다.

Businessmen of Transportation, Logistics and Ocean Industries,

올 한해도 세계경제의 어려움이 예상되고 한반도 정세 또한 유동적입니다. 유가상승, 경기 침체 등 우리 업계에도 많은 어려움들이 있을 것으로 보입니다. 따라서 지금은 지난 성과에 만족하기보다는 위기를 극복하고 한 단계 더 도약할 수 있는 새로운 성장 동력을 차근차근 준비해야 할 때입니다.
Difficulties in global economy and unstable situation on Korean Peninsula will be continued in this year. Also, there will be many difficult situations are waiting for us, such as the increase in oil price, economic downturn. In this situation, we need to prepare new growth engine in order to overcome current crisis and step up one notch, rather than satisfy past achievements. 

국토해양부는 올해 업무의 핵심 목표를 “희망찬 국토해양, 모두가 행복한 선진국가 실현“으로 정했습니다. 가장 중요한 일자리 창출에 총력을 기울이고, 이를 바탕으로 서민생활 안정에 앞장서 경제회복의 온기가 사회 구석구석으로 퍼져나가도록 역량을 집중할 계획입니다. 
The core goal of Ministry of Land Transportation and Maritime Affairs is “Materialization of Hopeful Land Transportation and Ocean Industry, and Advanced Korea where everyone is happy.” Foremost, we will focus on job creation, and based on this we will do our best to distribute the warm atmosphere in economy to the remote corner of our society, by putting priority on stabilization of livelihoods of lower income families.

특히, 교통물류．해양 분야에 대한 지원과 노력을 아끼지 않겠습니다. 
In particular, we will give our full supports and efforts for Transportation, Logistics and Ocean Industries.

교통에 대한 발상을 전환하여 모든 국민이 자유롭게 이동할 수 있는 복지 인프라 측면에서 접근하고, 국민이 효과를 체감할 수 있는 정책을 발굴해 나가겠습니다. KTX와 광역철도를 더욱 확충하여 에너지 절감형 녹색 교통．물류망을 구축하고 출퇴근 정기이용권 버스나 저상버스 등 서민이나 교통약자도 불편이 없도록 하겠습니다. 
With creative thinking about transportation, we will approach to it as a welfare infrastructure, and make policies that people can feel and see the effects. With expansion of KTX and broad-region railroad, we will also establish energy saving, eco-friendly transportation/logistics network, and eliminate inconveniences of general public who use bus as their commuting methods or who use low floor bus.

육．해상 운송업은 외형적 확대보다는 내실을 탄탄히 다져 위기 속에서도 스스로 경쟁력을 갖춰나갈 수 있도록 지원하고, 해양에너지, 해양생명공학 등 고부가가치 해양기술에 대한 투자를 확대하겠습니다. 아울러 5월에 있을 여수세계박람회를 성공적으로 개최하여 기후변화에 대한 전 세계인의 관심에 부응하고, 지속가능한 해양개발을 선도하는 등 신(新) 해양부흥시대를 열어가겠습니다. 
In terms of land and ocean logistics, we will support to let themselves can have competitive edges even in this crisis, by focusing on ensuring their internal stability rather than the external growth. Also, we will increase the investment into high added value ocean technologies such as Ocean Energy and Ocean Bio-engineering. In addition, we will open neo-renaissance of Ocean industry with the efforts for responding the global interest about climate change and for the sustainable Ocean developments through Yeosu International Expo which will be held on March.

“혼자가면 빨리 가고 함께 가면 멀리 간다.”고 했습니다. 우선, 정부와 업계가 힘을 합친다면,교통물류．해양산업의 지속가능한 성장, 나아가 모두가 함께 잘 사는 공생발전을 이끌어낼 수 있을 것입니다. 또한, 교통．물류와 해운．해양 분야의 적극적인 융합을 통해 미래 성장동력과 복합 수요를 창출해야 합니다. 이를 위해 교통물류．해양산업 경제인 여러분의 활발한 소통과 협력을 당부 드립니다. 
There’s a saying that “One can go faster, but together can go farther.” When the government and industries put force together, not only sustainable growth of Transportation, Logistics and Ocean Industries, but also harmonious progress that everyone can thrive will be possible.
